The Tripartite Council may, on its own initiative, consider draft legislation and other legal norms in the social, economic and labour market spheres and submit observations, proposals and recommendations to the Government and Seimas (Parliament). These recommendations are not binding.

The recommendations and decisions are issued by the plenary meeting.

The Council adopts decisions on a consensual basis. All undisputed proposals from Council members are recorded in the part of the minutes concerning the decision. In the event of failure to reach an agreement, differing opinions are reflected in the minutes of the session. The Council may agree to hold additional discussions on an issue, if no agreement is reached.

The decisions of the Tripartite Council are signed by the chairperson and secretary.

Responsibility for preparing and organising the Council's activity falls to the Secretariat of the Tripartite Council.
