AGREEMENT BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA,
TRADE UNIONS AND EMPLOYERS' ORGANISATIONS
ON TRIPARTITE COOPERATION

With a view to further develop and continue tripartite co-operation in the sphere of labour, social and economic activities, as started under the Agreement of 5 May 1995, the Government of the Republic of Lithuania, Trade unions and the Employers' organisations agree:
1. To exchange important information in relation to labour, social and economic issues, to discuss and agree on decisions satisfying the parties, to prepare and co-ordinate draft legislation on tripartite principle, and to discuss the most important issues in the Tripartite Council of the Republic of Lithuania.
2. To follow tripartite agreements in organising its activities and also observe all decisions taken by the Tripartite Council based on the approval by the parties. Tripartite agreements shall be binding for the signed parties.
3. Obligations of the parties:
3.1. The Government of the republic of Lithuania obligates itself:
3.1.1. to provide information to the parties on preparation of draft legislation on labour, social and economic issues, and upon request of at least one of the parties to submit them for discussions at the Tripartite Council of the Republic of Lithuania;
3.1.2. all decisions on urgent issues in the sphere of labour, social and economic questions shall be taken only after they are discussed at the Tripartite Council of the Republic of Lithuania;
3.1.3. conclusions of the discussions on draft legal acts at the Tripartite Council shall be referred to in the explanatory notes to the draft legal acts and submitted alongside to the LR Seimas (Parliament);
3.2. All unions and amalgamations of Trade Unions and National Employers' Organisations, who signed this agreement, pledge themselves not to initiate collective disputes or undertake any other actions with regard to the issues that the Government of the Republic of Lithuania is obliged to carry out in relation to its tripartite responsibilities.
4. To sign annual tripartite agreement before the 1st of December on minimal pay per hour (monthly wage), non-taxable minimum and other important issues related to labour, social and economic sector.
5. To publish tripartite agreements in the public paper "Valstybės Žinios" (Government News) under the Decree of the Prime Minister of the Republic of Lithuania or under the Order of the Minister for Social Security and Labour.
6. To develop the structure of the tripartite co-operation, to establish commissions at the Tripartite Council of the Republic of Lithuania, to develop the activities based on tripartite principles of the newly created units within counties and municipalities increasing their efficiency.
7. To co-operate and exchange information with various international organisations in the preparatory work of the Republic of Lithuania for seeking membership in the European Union and representing Lithuania in various international events held on tripartite principle.
8. To stimulate co-operation among social partners - trade unions and employers' organisations in concluding collective agreements and arrangements.
9. To develop employers and employees information and guidance on labour, social and economic issues as well as training and skills improvement.
10. This agreement may be amended or supplemented on mutual agreement of the parties.
